I went back to Sallys and was recommended doing another round of bleach with the 20 developer all over my hair followed up by T14 toner. Thats right you need to bleach first and then tone.
Now have orange and purple shades on my hair. I usually start with the hair on my part and around my face and neck, and work my way in. I bleached/toned my hair before to get a level 10/11 lightness.
My hair turned out more of that grey dull color. This is what I do and it makes me look like a natural blonde.
In my experience, toner is not truly "permanent" and will need to be used again once brassy tones start to come back through.

You should pick a toner that is the opposite of the current tone in your hair.
